Icicle Swarm

The Frost Witches of the northern reaches of the Vale are part of a decades long infiltration of the region by a powerful ice demon by the name of Cryonax. Through pacts with various humanoids, Cryonax gains agents and spies who spread his power, influencing others and gathering new recruits. Some are locals drawn into service to the demon lord, while others are children who show an innate talent for magic and are kidnapped and indoctrinated into the fold.

The most powerful gift Cryonax has given the Frost Witches is a minor artifact, the Frozen Cauldron. Through this cauldron the witches may communicate with their patron, conjure magical defenders and assistants, and perform other rituals to spread Cryonax’s will. Icicle swarms are one of the defenders the cauldron can summon, elemental energy infused into shards of broken ice that obey the instructions of any of the witches.

Freezing Passage. The first time the swarm enters a creature’s space on a turn, that creature takes 3 (1d6) cold damage.
Swarm. The swarm can occupy another creature’s space and vice versa, and the swarm can move through any opening large enough for a Tiny icicle. The swarm can’t regain hit points or gain temporary hit points. Additionally, the swarm doesn’t provoke opportunity attacks when it flies out of an enemy’s reach.
Actions
Icicle Stab. Melee Weapon Attack: +5 to hit, reach 0 ft., one creature in the swarm’s space. Hit: 14 (4d6) piercing damage or 7 (2d6) piercing damage if the swarm has half of its hit points or fewer.
