Frost Witch

Cold and winter are core to the Frost Witches, as the pact they’ve made with Cryonax leaves their bodies partly frozen. Their breath mists as if on a cold day, their skin glitters like morning frost, and their touch is frigid. Objects they grasp become encrusted in frost for hours. Even their personalities are often quite muted and cold, as many of them were raised and indoctrinated into a stern and cruel lifestyle to better serve their demonic master. The rare member who tries to flee Cryonax’s service is hunted viciously and tirelessly, and few ever attempt beyond childhood.

Under the command of their leader, Clenderi, they make pacts and deals with all other powers within the Winterbole and extend their power outside of the frozen woods to try and manipulate others under their service. All will serve Cryonax or die eventually, and their every word and deal is backed up by that implicit threat. They live in small camps through the Winterbole, members placed in different areas to secure and oversee events. Each camp has a specific territory it is expected to protect, as well as assigned duties to either conscript or destroy specific people in that area.

Blessing Of Cryonax. Whenever one of the Frost Witch’s spells would deal fire damage, it deals cold damage instead. The Frost Witch’s spells ignore cold resistance.
Frost Aura. Each creature of the Frost Witch’s choice that starts its turn within 5 feet of the Frost Witch must succeed on a DC 14 Charisma saving throw or gain vulnerability to cold damage as long as it’s within that area.
Ice Walk. The Frost Witch can move across icy surfaces without needing to make an ability check. Additionally, difficult terrain composed of ice or snow doesn’t cost it extra movement.
Actions
Staff. Melee Weapon Attack: +5 to hit, reach 5 ft., one target. Hit: 5 (1d6+2) bludgeoning damage or 6 (1d8+2) bludgeoning damage if wielded with two hands, plus 3 (1d6) cold damage.
Snow Blindness. One creature the Frost Witch can see within 30 feet is battered by conjured snow and glittering lights. The target must succeed on a DC 14 Constitution saving throw against this magic or take 9 (2d8) cold damage plus 9 (2d8) radiant damage, and have its vision reduced to 15 feet until the end of its next turn.
Spellcasting. The Frost Witch casts one of the following spells, using Intelligence as the spellcasting ability (spell save DC 14):
At will: alter self, mage armor (self only)
1/short rest each: fire shield, flaming sphere, ice storm

Frost Staff +8 vs. AC – 12 cold damage
Natural Even Hit: The target pops free from the Frost Witch.
R: Snow Blindness +9 vs. PD (one nearby enemy) – 10 cold damage and the target can’t see any far away creatures (save ends)
C: Icy Blast +9 vs. PD (1d3 nearby enemies) – 8 cold damage
Natural 12+: The target is also dazed (save ends).
Natural 16+: The target is dazed and stuck (save ends both).
Miss: 4 cold damage.
Limited Use: 1/battle.
Frost Aura: Enemies engaged with the Frost Witch are vulnerable to cold damage.
Resist Cold 14+.
